Arlington Redevelopment Board Unanimously Adopts Updated Comprehensive Plan Before Town Meeting

ARLINGTON — May 4, 2026 — Arlington Redevelopment Board adopts updated Comprehensive Plan on unanimous vote, adds Russell Commons to priority list. The board voted 5-0 Monday night to approve the Arlington Comprehensive Plan dated May 4, 2026, as the town's official guide for future growth and development, directing consultants Stantec to incorporate a series of last-minute amendments before the document goes to Town Meeting. Principal Steve Carney and project manager Phil Schaffing reported the 18-month process drew 6,300 website visitors and more than 3,400 comments and votes on an interactive map. Member Rachel Zemberry secured consensus to add the redevelopment study of the Russell Commons parking lot as a near-term implementation priority, calling it "one of the most valuable parcels that the town owns." The board also agreed to add two bullet points to land-use strategy LU6 directing the town to evaluate reducing or eliminating off-street parking minimums near transit and in commercial corridors. Housing strategy H1 was reworded to remove district-specific references to R0 and R1 zoning, and strategy H5 was revised to drop a direct reference to extending overlay district features into business districts. Warrant articles 53 and 55 — a disputed definition of ground-floor commercial space in mixed-use buildings — were continued to the May 11 meeting.
