A third vote continued the public hearing for the Housing Corporation of Arlington's Emma's Court project — 40 deed-restricted affordable units at 840-846 Massachusetts Avenue and 17 Newman Way — to March 16, after board members identified a ground-floor commercial shortfall that may require the six-story building to pull back to a 15-foot front setback, potentially altering the project's footprint.
