ARLINGTON — March 23, 2026 — Arlington Redevelopment Board reviews five zoning warrant articles, deferring all votes to March 30. The board, chaired by Ken Lau and joined by members Steve Rubelock, Vincent Baudouin, Shayna Corman-Houston, and Rachel Zenberry, spent roughly three hours on March 23 taking testimony on citizen and board-sponsored articles covering spot-rezoning on Norcross Street, the definition of "ground floor" for the MBTA overlay commercial bonus, affordable-housing unit rounding, bicycle-parking relief for 100-percent affordable projects, and setback relief for fully affordable buildings. The sharpest division came over Article 53, where petitioners Joanne Cullinane and Larry Slotnick argued that developers have introduced shifting denominators to shrink the commercial-space requirement for bonus floors up to 78 feet on Mass Ave, prompting Lau to respond that the board reached its interpretation "by a three-to-five vote" after deliberation and consultation with the building commissioner. The Housing Corporation of Arlington, presenting Articles 56 and 57, cited a point-in-time count at its 48-unit Downing Square Broadway Initiative showing only 31 of 72 indoor bike spaces occupied; board members were broadly sympathetic to bike-parking flexibility but skeptical of a proposed 30-percent commercial-space threshold for setback relief, with Rubelock directing HCA toward the town's affordable housing overlay working group instead. Article 58 was set aside after its co-sponsor emailed at 6:30 p.m. requesting suspension for a 2027 rewrite.
